How many new taxi licences should be issued in 2020?

Taxi Licences are required to provide rank and hail services, and we are seeking your views to inform our determination of the number to be issued in Sydney and outside Sydney this year.

Transport for NSW (TfNSW) must determine the number of taxi licences to be issued in NSW for public tender in the 2020/21 financial year, by 31 March 2020. This is a requirement of the Point to Point Transport (Taxis and Hire Vehicles) Act 2016 (the Act).

TfNSW is required by the Act to consider the following:

  • likely passenger demand and latent demand for taxi services,
  • the performance of existing taxi services,
  • the demand for new taxi licences,
  • the viability and sustainability of the taxi industry,
  • any other matters TfNSW considers relevant, having regard to the objective of ensuring improved taxi services.

The NSW Point to Point Transport Reforms

After the introduction of the Point to Point Transport reforms in 2015, no new licences were issued for a period of four years to allow the industry time to adjust to the changes and stabilise. Up until now only replacement licences have been issued in Sydney. Outside of Sydney, no licences have been issued. This has held licence numbers at their 2015 level. The transition period has ended.

TfNSW wants to hear from you. You are invited to make a submission which will be considered in determining the number of taxi licences to be released in 2020.

A fact sheet has been prepared that covers the matters TfNSW must consider, which you can use to inform your submission.

Considering the matters above, your submission should answer at least one of the below questions, including any evidence to support your view.

  • How many taxi licences should be issued in Sydney, and why?
  • How many taxi licences should be issued outside Sydney, and why?

Submissions can be made via the survey fields provided or by uploading a file until 25 February 2020.
