Western Harbour Tunnel and Warringah Freeway Upgrade: Getting to know our community survey

The Western Harbour Tunnel and Warringah Freeway Upgrade has been approved for construction by the Department of Planning, Industry and Environment. Early work for the Warringah Freeway Upgrade started in March 2021.

  • CLOSED: This survey has concluded. Early work activities for the temporary power installation started in August 2022 and was paused in October 2022. As a Berrys Bay temporary construction site is no longer required, the temporary power work to power the site is no longer required.

    The Western Harbour Tunnel and Warringah Freeway Upgrade is an important part of the NSW Government’s vision to create an integrated road and public transport network, which balances the needs of motorists and local communities. 


    Further to our community update distributed in March 2022, we are planning to start temporary construction power work as part of the early work for the Western Harbour Tunnel in June 2022. This work will provide power to our proposed Berrys Bay temporary construction site to support main work activities. In preparation for this work, we are offering eligible properties a free property condition survey.


    If you have received a letter inviting you to accept a Property Condition Survey as part of the Western Harbour Tunnel, it means we have identified your property as being eligible for a property condition survey before the start of our early work for the Western Harbour Tunnel.


    Once we receive this online form, we will be in contact with you to schedule an appointment. Someone will need to be present to provide access at the time of the Property Condition Survey.


    Temporary power work 

    From June 2022 we expect to start carrying out temporary power installation work along Balls Head Road, Waverton to Hazelbank Road, Wollstonecraft. This work will provide temporary power to our Berrys Bay construction site to support main work activities. Work will be completed in stages, and residents will be provided more information prior to work starting in your area.

    Western Harbour Tunnel comprises of a new motorway tunnel connection across Sydney Harbour. It will enable future opportunities for new direct bus routes between the Inner West and North Sydney. The Western Harbour Tunnel will connect to WestConnex at the Rozelle Interchange, cross underneath Sydney Harbour between Birchgrove and Waverton, and connect with the Warringah Freeway near North Sydney via a 6.5 kilometre tunnel with three lanes in each direction. 


    The Western Harbour Tunnel is a major transport infrastructure project that will make it easier, faster and safer to get around Sydney. By creating a western bypass of the Sydney CBD, the Western Harbour Tunnel will take pressure off the Sydney Harbour Bridge, Sydney Harbour Tunnel, Anzac Bridge and Western Distributor corridors to improve transport capacity in and around Sydney Harbour.

    From Friday 11 April 2022, we will be carrying out marine investigations near Birchgrove Wharf. To safely carry out this work, the F8 ferry service (Cockatoo Island to Circular Quay) will not be able to stop at Birchgrove Wharf during the works.

    To reduce the impact to the ferry services at Birchgrove Wharf, we are seeking your feedback about working outside standard construction hours. Generally, our standard construction hours include 7am to 6pm Monday to Friday, 8am to 1pm on Saturday and no work on Sunday or public holidays. 


    To return ferry services to the community as soon as possible we are seeking your feedback on the following by 12pm Friday 1 April 2022:


    Option 1: work extended hours from 7am to 6pm on Saturday 16 April and Easter Monday 18 April, and complete the work impacting the ferry service in around two weeks, weather, sea and vessel movements permitting.


    Option 2: work standard hours only, and complete the work impacting the ferry service in around three weeks, weather, sea and vessel movements permitting.


    Next steps


    Following the feedback period we will review the responses. We will implement the option preferred by the majority of residents as soon as the feedback period is closed at 12pm Friday 1 April, and all feedback has been collated.
